 It seems to me that Phil forgot what the denizen of  News.groups told him. 
  
 Moderators have no.zip..none responsabilties whatsoever. 
  
 they do not have to follow groups charters, they do not have to follow group 
 guidelines etc. They can do whatever they want, once they sit in the 
 Moderators chair, they can even moderate other news groups. like DIG does.
