Well, that's certainly logical, but apparently not everything works the
way it ought, to put it mildly.
My impression from what Russ said, and Jeremy above, is that some ISP's
would act if sent a complaint and excerpts -or the whole document- from
a reasonably ratified amendment to a Charter. Of course, others won't,
but they won't anyway.
It's up to those who care about the Charter of rpd to amend it; to work
out the wording, the voting, the ratification of votes, and the
dissemenation of same periodically to the NG and anywhere else it may be
needed. I'd be willing to help here, but I would think a process not too
dissimilar to a new Charter makes sense- others?
I take it there's no practical way to get it attached to the original or
"filed" in proximity to it...(?)<--- a question for the reg. vols.
