 Imho the current canonical documentation (wiki) is pretty clear. It says 
 that the "Debian" group is about this: 
 | The debian group is for CollaborativeMaintenance (the old collab-maint 
 | on Alioth). 
 | The group is accessible to all Debian developers upon linking their SSO 
 | Account, and are granted Maintainer access levels. Direct commits to 
 | repositories in the Debian group by any Debian developer are implicitly 
 | welcome. No pre-commit coordination (e.g. merge-request or mail) is 
 | expected. 
 | [ + Technical details about accress for non-Debian members and about 
 |     moving project out of the group +] 
  
 If you still think this is unclear I would be happy to add some 
 explanation: "Keeping a package's source code in a repository of the 
 debian group does not convey any further information about the packaging 
 maintainance, e.g.  whether uncoordinated NMUs are welcome." 
  
 If you want to change the meaning of the Debian group you should 
 propose to do so.
