It's not really anyone's "approved" radio procedure, but the numbers denote
signal strength/readability.
Every time I hear it, it reminds me of an old story in which someone replies
to overly frequent requests for a radio check with the response "You're two
by two by two".
Too loud, too clear, and too f***in often.
