I'm not an ammunition expert by any means, but as far as I know, .22 calibre
rounds are rimfire, not centrefire. If they're 3" long, they're probably
not .22 calibre - even .22 long rifle rounds are only an inch long at best,
with 50 or 100 rounds per box. My guess is something larger in a rifle
round.
I'm also not entirely certain that 1943 would be the date of
manufacture...but...
If there's any element of doubt of the safety of the ammunition (and 60+
year old ammunition probably isn't safe, if that's what it is), then your
local experts would be your local police or RCMP. Give them a call, explain
that you have found a box of rifle ammunition and are unsure as to its
origin, age, etc, and would like it disposed of. They should be able to
look at it and tell if they can take care of it, or if they need to call in
an EOD team to handle it properly.
Merely dropping it off at the base or at a police station unannounced could
prove to be a hazard to both you and to the people that have to handle it at
the receiving end. Call the police and ask them how to dispose of it -
that's the safest bet.
