I think people with fishing rods are scary and they are more likely to own an illegal firearm and hence would be more likely to have shot someone. Pay attention to the people doing the crime. Why concentrate on their tools? Think about it. New tools of crime can be obtained from many sources or made at home. For about $20 you can by a box of shotgun shells and a smack of rat traps. You can make about 3 anti personnel fragmentation mines evey ten minutes for a few dollars each.
