I have no idea, the worth is intangiable because it is in potential lives
saved. Personally, no, I don't think it's worth it, but then I don't put a
lot
of value in most other people's lives. Other people, who feel that human
life
is worth a lot, might think that 2 billion dollars is a real bargain.
