   If it's anything like Canada, the situation is that the Queen of England is   
   the head-of-state... (Actually, it's a bit more complex - Queen Elizabeth is   
   queen of Canada only when she's physically in Canada... other times, her   
   representative, the Governor General - nominated by the Canadian parliament -   
   is the Canadian head of state).
