   The only remotely-decent Windows 10 releases are the LTSB/LTSC builds.   
      
   I've encountered this same behavior on Server 2019. I've found lately that in   
   addition to nuking the contents of Windows\Softwaredistribution, one must   
   also run the Disk Cleanup wizard to clean up the updates folders before   
   installing any updates.
