    It's rare that I've had that come up at a VE Test session, but I have   
   tested some blind examinees, and those with reading disabilities. One   
   XYL, whose OM is an Amateur, has tried several times to pass her   
   Technician exam without success. I told her basically the same thing you   
   posted...that if she notified the VE Team that she was coming, we could   
   give her an exam without graphics, read her the questions, and available   
   answers (obviously, without any vocal coaching), and she'd tell us what   
   to mark. And, we told her we could bring the 3 VE's to her home to give   
   her the exam, if needed, where no one else except her and the VE's would   
   be there.   
      
    IIRC, she has epilepsy, and a learning disability. I haven't heard   
   back from her, so she either was going to try it with another group, or   
   she gave up.   
      
    As a side note, for one of the blind hams I gave the General exam   
   to...we went back afterwards and asked him if "he was satisfied with his   
   choices". He didn't make any changes, but he still got the minimum right   
   to pass the exam. Afterwards, we kidded around, that "he's going to   
   terrorize HF now". :)
