   No it isn't UTC, the 00:13 You saw in the message header is the shorter   
   way of writing 12:13 A.M. EST.   
      
   I did write 12:12 A.M. but it looks like the Clock Time moved up a   
   minute just as I finished the message and put it in MultiMail DOS 49's   
   Reply area.
