   O.K.

The URL didn't work, so I removed the /pub and tried again.
That didn't work so I removed the /os2 and tried again and that did
   the job.

00GLOBAL.txt was now a .gz file.
I took a look a 7-Zip Help and saw .gz is support so I grabbed it.
Now to open it and read it. Thanks!

HG> Since it was released I'm using Warp 4 and FixPak 12 (IRMC).
HG> I have upgraded to every new version since OS/2 v2.0.

Not sure what (IRMC) is but I'll probably find out when reading
   00GLOBAL.TXT .

I'm sure OS/2 has its own lingo for me to learn.

   Thanks Again es 73
