   Howdy! Sean,   
      
   You made me think of the day I was moving my Ham Radio gear to the   
   house I rented just after my marriage.   
      
   I had soldered 12 guage solid wire to a corner fence post by wrapping   
   it around the post just below the cap to use as a Ground for the Ham   
   gear.  (I used a propane torch)   
      
   As I finally got the wire unwrapped I got shocked.   
   I measured the voltage between the dangling wire and the fence post and   
   the meter read 110 volts A.C.   
      
   The best I can figure out is that the shock was caused by the two   
   ceramic capacitors across each leg of the A.C. line where the line cord   
   enters the chassis, and the other leg of the caps go to the metal   
   chassis.   
      
   Everything in the Ham Shack was still plugged in the wall outlet but   
   nothing was turned ON, so best I can figure out it was the line power   
   going through those small filter caps that sent the 'AWAKING' to me.   
      
   I didn't measure the current, though I'd think it probably was very   
   small or the ceramic on those capacitors would had been broken.   
      
   Ever since then when I wanted to remove a ground wire I will unplug   
   everything connected to the A.C. Power Line, disconnect the ground wire   
   that goes outside from the piece of equipment its screwed on to,   
   AND THEN remove the wire from off the ground rod.   
      
   Lesson learned.

   P.S. I've been thinking of reading how much current comes out of the   
   UPS sockets when I have it turned OFF, but haven't gotten ROUNDTUIT yet
