Tom,              You reminded me about something that happened where I worked at.              When the Lock and Dam I worked at got a Touch Tone Telephone System the       phone at the lower end of the Lock (1200 feet away) was programmed to       only dial local numbers, a Zero or a One as the first number pressed on       the keypad wouldn't make a BEEP when it was pressed.              Any Deckhand who worked on a Tow Boat had to ask to use the telephone       at the upper end and we would watch to make sure the call was Reversed       so the Government wouldn't get charged for those calls.              Then the telephone bill started showing Long Distance Calls made during       the Night Shifts even though the door to the lock house on the upper       end was locked when nobody was inside it.              The lower end lock house never was locked and all that could be figured       out is that a deckhand climbed up the lockwall and used a Radio Shack       Tone Dialer to place those calls by putting it over the mike on the       handset and dialing a long distance number.              After we started locking the door to the lock houses at both ends of       the lock when they were empty did the questionable Long Distance Calls       stop.              ...
