We just completed an upgrade/refresh project for a large internet site.
Most of the systems running XP weren't up to our standards for Windows 7,
and were either relegated to loaner status and replaced, or decomissioned.

Microsoft does have an in-place upgrade that worked on a couple of thousand
CS agent desktop PCs, but that was done only as a last resort when doing a
   fresh install wasn't possible.

We had quite a few commercial apps that lagged behind Microsoft, and
getting groups to migrate from a working app took some effort. Given the
quotes of $100,000+ for XP support, suddenly they became more amenable. :)
