   Because the author Phil Taylor probably didn't include the actual   
   upgruser.zip, on my system it showed he uploaded it but when I looked at   
   the actual archive it was just a note to go to his bbs, create an   
   account and then you can download it (maybe if you have access). Not   
   what I consider a download so I deleted it, this was done on many   
   systems this way. The archive is messed up too as there is a LFN file   
   that has been truncated to 8.3 in it so not sure it would even run.
