   This may be your problem as I was having the same issue running a   
   test setup under Windows 7/32 bit.  My WC7 setup on Windows   
   Server 2003 R2 Standard 32-bit works fine as it always has.   
      
   Again, ANOTHER reason I always NEVER EVER recommend running   
   WINServer on Vista or newer.
