   Not me. :) I think that you could be right. She was certainly a   
   Gallifreyan, but I don't think that all Gallifreyans were Time Lords. To   
   quote the Wikipedia article "Time Lord":   
      
   'It is implied (in The Invasion of Time and The Deadly Assassin) that   
   the terms "Gallifreyan" and "Time Lord" may not be synonymous, and that   
   Time Lords are simply that subset of Gallifreyans who have achieved the
