   For a human child that seems to be right. For a Gallifreyan child they are   
   taken to "see" the time vortex at a later age. It's anyone's guess about   
   children from other species though.   
      
   Exposure at an adult stage seems to drive them crazy (Donna and the "last"   
   surviving Dalek), so it appears that the still developing brain of a child   
   is best.
