   I would imagine that shields powerful enough to stop a phaser or photon   
   torpedo would be energy drains on the engines.  They wouldn't need them during   
   routine maneuvers and travel, as they have navigational deflectors to clear a   
   path of any objects or debris they encounter.   
      
   The main shields have a definitive lifespace, as they take damage and weaken.
