   Yep, the "joke" is that he got the numbers mixed up. It is playing on   
   the silliness of Star Trek (and others) having obscure, meaningless,   
   and easily confused numbers for important things. (Another example is   
   Stargate's code-numbering of the planets they visit.)   
      
   General Order 23 is (according to the joke) "Rotational shore leave   
   for all crew mamebers", while General Order 24 is apparently to   
   "Destroy the planet with photon torpedoes" ... only one number out, but   
   a VERY different result.
