   I think it's hard to say what it implies. Was it an expedition to   
   Vulcan? If it was we don't know what it was for. Diplomatic? They   
   clearly already had good relation with Vulcan....T'Pau had already   
   been offered a Federation position...and who knows how many years   
   prior the offer was to Amok Time?   
   It could have been scientific expedition....hell it could have just   
   been a conference, perhaps of a strategic nature. Maybe they had been   
   to Rigel the year before, and Vegas the year before that.   
   Or the Vulcanian expedition could have been a journey that Vulcans   
   undertook to go somewhere other than Vulcan, perhaps exploring some   
   unmapped part of the galaxy....and they were joined by several   
   Federation Starships.   
   The Vulcan expedition could have been ANYTHING, it tells us nothing   
   about when Vulcan joined the Fed IMHO.

   Yeah good point. Awfully astute of Mudd to know something like that,   
   maybe there is some tell-tale sign.
