   I don't think so.  It was so early in the 2nd Season.  I don't   
   remember any references to any other Vulcans in Starfleet before The   
   Immunity Syndrome.  Although this episode and Journey to Babel seem to   
   imply that Vulcan is a Federation member at least, so you'd think   
   there must be a few.

   Yeah, an expedition to Vulcan seems to imply that they weren't   
   Federation members until the Federation sent a mission to establish   
   relations with them (if even then).  And this would have been recent,   
   if Kirk remembers it.  Mudd did seem to find it unusual to see a   
   Vucanian on the Enterprise, but they weren't unknown to him.  He knew   
   enough about them to recognize one on sight, and to know that they   
   weren't supposed to have emotions.   
   It's odd that Mudd said that Spock was "part" Vulcanian.  Recognizing   
   him as a Vulcan is one thing, but how on earth did he know that Spock   
   was a hybrid?  The implication is that a pure Vulcan would have looked   
   different, but they never explained it.
