   I suspect these aliens had been in development for Phase II, for   
   planet visits during the various episodes or other background uses,   
   but got pushed forward for TMP by the publicity department because of   
   the Star Wars cantina scene ("People must love strange-lookin'   
   aliens! Let's put 'em out there!") so it seemed out of context. They   
   did a lot of other-worldly aliens on the animated show and eventually   
   on TNG so it's likely they were thinking the same thing for Phase II.
