   And does Spock normally interject to try to tell Kirk when to call or   
   not call Starfleet?  As he said in this episode (Turnabout Intruder),

   KIRK: Mister Spock, if youAd concentrate on the areas for which you   
   are responsible, Starfleet Command would've been informed already.   
   SPOCK: Since the captain usually deals with Starfleet in these   
   matters, I assumed that my suggestions might be deemed interference.   
   So, why should he care whether or not Kirk makes an unnecessary call   
   to Starfleet?  Why should he care enough to challenge a direct order   
   that doesn't really concern him?  Except for the reason he indicated:   
   fear of "bothering" them.   
   It's not that complicated.  We saw the same thing again in Devil in   
   the Dark.  McCoy laughs at Spock's silicon based life theories, and   
   suddenly he doesn't want to talk about it any more, even when Kirk   
   asks him to.   
   KIRK: Speculate.   
   SPOCK: I have already given Doctor McCoy sufficient cause for   
   amusement. I'd prefer to cogitate the possibilities for a time.   
   Spock doesn't like being laughed at, or thought foolish, especially in   
   front of his superiors.  We didn't need And the Children Shall Lead to   
   tell us this,  It's common sense, really.  He was taunted as a kid,   
   and goes to great lengths to maintain his demeanor.  Children didn't   
   really tell us anything we couldn't have guessed, it's just   
   interesting that that was the way they chose to go after him.
