   Kirk had suggested birth control, but Odin said that was against the    
   morals of the Gideonites.   
      
   And if the planet truly has a population of many billions, you can't    
   ship sufficient numbers of people off the planet to reduce the    
   population.  (Where are you going to get a fleet of 10 million ships.)     
   Especially not if those still on the planet keep breeding.
