   Well... "Trek continuity" has always been a lot like "political   
   ethics."  Besides, they never said how long Rom would last as Grand   
   Nagus.  IIRC the Ferengi could remove a Nagus from power for not being   
   profitable enough, and part of Nog's decision to join Starfleet was   
   based on the fact that Rom's engineering talents meant nothing to   
   other Ferengi since he didn't have any business sense.

   The Ferengi were suposed to be the Big Bads for TNG, until we actually   
   saw the goofy little fellers.  Mayhaps this new guy thinks he can give   
   the comic relief wannabes a more sinister edge, the same way horror   
   movie peeps make kids and dolls and household pets seem creepy and   
   menacing.
