   I think a more valid point is for the Federation to announce that they    
   will insist on making Krako the head of the planet is too close to    
   violating the Prime Directive.   
      
   As things are, Kirk leaves the balance of power intact:  Oxmyx remains    
   the head of the largest territory, Krako the head of the second largest,    
   and a bunch of small fry.  The only change is the alliance of all these    
   leaders into a "syndicate."  But this way, as you say, Krako doesn't    
   have to learn how to run the planet, and Oxmyx wouldn't be feeling    
   cheated and wishing for revenge.   
      
   As we saw in "A Private Little War,"  Kirk has a preference for    
   maintaining the status quo on a less advanced planet, rather than trying    
   to reshape it to his liking or the Federation's liking.
