   There were a couple of TOS episodes with messy endings:   
      
   1.  "Charlie X":  The Thasians take him back to his life of loneliness    
   after telling Kirk there's no other solution   
      
   2.  "A Private Little War":  Kirk maintains the balance of power on the    
   planet at the cost of permanent war   
      
      
   There were a couple of TNG episodes with messy endings too.   
      
   In "Symbiosis," Picard denies the Omarans the addictive drug produced by    
   the Brekkians.  The Omarans will have to kick their addiction cold    
   turkey on their own.   
      
   Given Picard's passive-aggressive style of command, I'm sure there were    
   other episodes with messy endings that I can't remember right now.
