   Actually, the more I think about this, the better it seems as a season   
   long story arc.  An appropriate way to wrap it up in the end would be   
   for Kirk to arrange a way for some other Captain to get proof of the   
   pirates' activity (and get the credit for doing it), so that he   
   doesn't flat out break his word, but doesn't sit by and do nothing   
   either.
