   TNG - The Mind's Eye: Geordi is brainwashed by the Romulans in an   
   attempt to start a war between the Federation and the Klingon Empire.

   VOY - Cold Fire: Kes enters that teen phase - Flirting with an older   
   man, experimenting with her sexuality, boiling people's faces.  You

   VOY - Maneuvers: Seska returns, prompting Chakotay to get seriously

   In fairness, the actual story does get resolved.  The cliffhanger is   
   more of a "WTF" moment, a little gift for the next showrunner to spend   
   the first two of his 21 episodes sorting out.
