   If a user doesn't login via other means, they can get "stuck" at their max   
   email messages per day limit.   
      
   This is because the mail server doesn't update the user's 'logontime' field   
   for SMTP or POP3 logins. Some method of automatically zeroing daily stats   
   without a new login is needed here.
