   Didn't work for me. I did the following to test:   
      
   Setting change:   
   Updated xbit-beta (3.21a) > scfg > system > sec ops > sec level values > level   
   50 > set D/D = 5.   
      
   File area check:   
   scfg > file areas > ... > Toggle Options > Free downloads set to NO   
      
   Test:   
   Logged on w/ a level 50 test user and was able to download more than 5.   
      
   Went to user editor to review Statistics and it showed Downloads 0. So, for   
   some reason its not counting.
