   I think you're mistaken: the "Allow Forwarding to NetMail" option does not   
   control whether a new user is prompted to enter their email/netmail address.

   Just set that setting back to "No" and try again. Looking at the code, that   
   setting *only* controls the Yes/No prompt for the forward question.
