   I had created the initial sysop user account and guest account but the file   
   was not created.  I eneded up installing 3.19b on a clean install and copying   
   the file from it to the 3.20d.  That seemed to fix it.   
      
   > If this is an upgrade from a previous version, ctrl/csts.dab should be   
   auto-converted to csts.tab.   
      
   This was a fresh install.
