   I have figured this out and will close the issue.  Apparently the magic name   
   defined in ../ctrl/freqit.ini (as in [ALLFILES]) must be in lowercase.  I had   
   it in all CAPS and when I changed it to lowercase things work as expected.    
   Ugh.
