   PT Boats a bit more effective now (against Pirates)   
      
   PT Boats have a cost to opperate per round now (in the rules) - they provide a   
   public service (like a school or fort), so they should be a cost, not income.   
      
   Fix bug: waves were making Pirates immune to PT Boat attack.
