   Create paths_are_same() useful on Windows where paths often have mixed slashes   
      
   I'll add case insensitivity later if needed.   
      
   Extra slashes between/after path elements are not handled either.   
      
   Yes, I know I could do some fullpath magic but I wanted something that strictly   
   used string comparisons and I wasn't concerned with relative paths matching   
   absolute paths to the same actual location.
