   Ctrl-O now temp-toggles pause on/off for users that have pause disabled   
      
   There previously no way to temporary toggle pause for user's that had pause   
   disabled in their user settings.   
      
   Moved the enabled/disabled logic into new method: sbbs_t::pause_enabled()
