   Add exclusive external program to timed event configuration   
      
   Each timed event can now (optionally) have an external program specified   
   by internal code, which it must run exclusively with, i.e. it won't run   
   at the same time, at least in theory.   
      
   This currently only prevents the event from starting if a node is running   
   the specified program, not the other way around. That's going to take a bit   
   more work.
