   Start of move to a coherent strategy.   
      
   1) If there's a standard C API, use it (the stuff in wb_fapnd.c will fillany   
   get replaced).   
   2) If it can't be done with the standard library, prefer a POSIX one (as   
   that's also a standard)   
   3) When neither apply, and Windows has an API, use the Windows one with a   
   prefix   
      
   So most of this is just adding an _ prefix to POSIX functions on Windows, but   
   _stricmp() (MS extension) is now strcasecmp() (POSIX standard).   
      
   This will likely fail the pipes, I'll fix the *nix builds momentarily.
