   Allow verbal short date separator (e.g. Oct25'25) to be different than numeric   
      
   date separator (e.g. 10/25/25).   
      
   I like '/' as a numeric short date separator, but ' as a verbal short date   
   separator (MM'DD'YY never looks good to me, but Oct25'25 looks better than   
   Oct25/25 to me and we still sometimes need to input or output numeric   
   short dates, even when verbal is the preferred display format).
