   Move 'is_path' argument after code_or_path argument in Msg|FileBase ctors   
      
   This makes the change in commit 93b4d946cc12ad15f15773afa42f4cee988b5d2f   
   backward compatible with previous versions of SBBS: scripts  that add a second   
   (true) argument when calling these constructors will still work with older   
   versions of sbbs.   
      
   Added argument count verification too: a minimum of one argument is expected   
   to these constructors, so throw the proper exception in those cases.
