   Setting max_getkey_inactivity to 0 does not disable user inactivity detection   
      
   0 or < 1 is not a "sentinel value" for this setting in sbbs; there is no   
   "Unlimited" value for this setting, so don't report it as such in SCFG->System   
   ->Advanced->Maximum User Inactivity. Setting this to 0 would just create a   
   near-immediate user input timeout (and not something a sysop should do).   
      
   This fixes issue #957
