   Yes, you can go to SCFG > External Programs > Timed Events and add an event   
   there.  You can't directly specify 15 minutes after every hour, but one option   
   is to tell it how many times a day you want the event to run.  You could tell   
   it 24 times per day and it should run once per hour.
