   Is it just the message areas changes that take a long time or do other changes   
   (e.g. to the file areas) also take a long time?   
      
   If it's just the message areas, then likely you have message base(s) that   
   can't be open or locked. You can confirm this by running 'scfg -h' and if when   
   you make changes to the message areas, you're able to save quickly in SCFG,   
   then the problem is the updating of the message base status headers upon save.   
   A reboot of your system should resolve that.
