   I think I had a similar issue while I was installing SBBS on a Windows 11   
   Insider Preview on a virtual machine.   
      
   I did a couple of experiments, but what I found out was I was installing the   
   wrong version of the VC redist files; you should download and install the x86   
   instead of the x64 ones (but in my case, I just installed both; they installed   
   together nicely and I didn't have problems with my SBBS executables.)   
      
   When I was still had the x64 version installed, I wondered why the dll files   
   are not found even though I saw the .dll files in C:\Windows\System32; then I   
   tried copying the said DLL files in the C:\Sbbs\Exec directory, and an error   
   similar to that occurred, regardless of the SBBS executable I run   
   (sbbsctrl.exe, sbbs.exe, jsexec.exe).   
      
   After installing the x86 version, and deleting the .dll files in C:\Sbbs\Exec,   
   it started working.   
      
   Could you confirm that you have only installed the dll files via the Microsoft   
   installer, and not copied arbitrarily the .dll files to your SBBS installation   
   directories?
