   That is referring to an HTML index file that the FTP server used to be able to   
   dynamically generate and send to web browsers, back when they supported the   
   FTP protocol. That feature was removed since web browsers stopped rendering   
   HTML files sent via FTP quite long time ago now.

   Yeah, I'm working on a way to make that easy for sysops.

   Yeah, it's a pretty simple addition to just display a URL. The user will have   
   to copy/paste from the terminal into a browser (unless their terminal has   
   support for clicking on URLs).   
      
   Technically, the webfileindex isn't needed for sending files via HTTP/HTTPS   
   either, just the Enabling of "Filebase support" in SCFG->Servers->Web Server.   
   The webfileindex is just a(nother) way to display indexes (directories) of   
   files to users with file descriptions and such. It's enabled by default in new   
   installs of v3.20:
