   Most likely, yes. Your mailer (BinkIT?) is likely just creating/touching the   
   fidoin.now semaphore file that triggers the Synchronet Terminal Server "event   
   thread" to run the FIDOIN timed event because there are new inbound files. You   
   don't normally even need the FIDOIN event to run at specific times or   
   intervals since it gets triggered by the mailer when needed.
