The main reason is that forwarding an incoming email does not create a copy of
the message in the first place. It simply stores the incoming email as an
outgoing email. There aren't 2 copies of the email and the one that is stored
is an outbound email or netmail message, not visible to the user. So not
   deleting it wouldn't help.

You'd have to create 2 copies of the incoming email (one for the local mail
base, visible to the user and one for delivery/forwarding to the external mail
address), and that seems convoluted and silly to me. Not impossible however.
